The Israeli Experience in School Security

"Our children are the most sensitive and cherished members of our society. We do our best to protect them in our homes yet much of their time is spent in school and on school grounds under the care of the local educational system, where it is the responsibility of the community to make every effort to protect them and ensure their safety. In recent years, an alarming growth in school violence has become a serious national concern. Random shootings, knifings and other forms of crimes and violence are on the increase, often resulting in death as the tragedies of Columbine and Virginia Tech have demonstrated. While our children are the targets of “regular” societal or criminal acts of violence, we must also begin to accept the realization that they are legitimate targets of terrorism as growing awareness of terrorist threats in the US and overseas has become a daily phenomenon.

In Israel, we have experienced the tragic consequences of terrorist attacks against our schools. As a result, the Israeli government has developed a number of continually evolving strategies and plans designed to protect schools and student bodies from terrorism and other threats. Since the tragic terrorist attack on a school in Ma’alot in northern Israel in 1974 when 23 Israeli school children were killed by PLO terrorists, equipping and training schools to combat terrorism has been a national priority. While terrorism may be the main challenge in securing the safety of Israel’s school children and student populations, some of the procedures apply to preventing school related crimes such as drug dealing, school violence, and other ills which plague schools in Israel, the US, and other parts of the world."

The Museum of Tolerance is proud to announce two special seminars on "The Israeli Experience in School Security."The seminars aim to share the accumulated Israeli experience in preventing and dealing with potential terrorism threats.

  • The first seminar will be held on Tuesday, October 16th, 2007 from 8:00 am - 5:00 pm (lunch included) and is intended for all school administrators, educators and other school personnel.
  • The second seminar will be held on Wednesday, October 17th, 2007 from 8:00 am - 5:00 pm (lunch included) and is intended for law enforcement personnel dealing with crime and terror prevention on school campuses.

The speakers are top Israeli security and anti-terror experts who will present in detail Israel's proven procedures, methods, and policies for school security. The knowledge and experience learned from years of trial and error can help you make the correct decisions about what parts of the Israeli Experience are applicable and transferable to the US environment. It is our hope that this experience will provide a valuable resource to help you as your community continues in its efforts to develop and implement your own school protection program.

Note: the above is the program for October 16th (educational attendees).

On October 17th for law enforcement personnel, we will follow a similar program but will emphasize Police activities and procedures to be executed during the preparedness stage with schools, and when managing a crisis. Internal school activities will be de-emphasized.

Participants will receive handouts of all materials plus English translations of Israeli forms and procedures.

Presenters:

Commissioner Assaf Heffetz, a world-renowned expert on fighting terrorism. He is the former Commissioner of the Israeli Police (1994-1998) with 23 years of experience at all levels of policing, including establishing and commanding the first counter-terrorism unit within the police force (the YAMAM). Assaf received a citation for saving the lives of hostages in the Coastal Road bus hijacking in 1978. He holds a B.A. in criminology from Bar-Ilan University in and currently acts as a consultant to Israeli and multi-national corporations, and foreign governments on the subject of security and fighting terrorism. Assaf headed the team that provided risk assessment for the 2004 Athens Olympics.

Dov Shiloah, has almost 30 years of experience working in the Israeli Secret Intelligence Service (ISIS) in a variety of positions in Israel and abroad. Dov’s responsibilities included multi-national security and intelligence issues at various levels. He is a graduate of The Hebrew University in Middle East and political science, an M.A. in international affairs from Columbia University and an M.A. in political science from Haifa University . He is currently a consultant to various Israeli and international companies.

Shimon(Shimi) Efrati, served for over 25 years in the Israeli Secret Intelligence Service in various field and command positions in Israel and abroad. Within his service he spent 6 years as the head of a training division which dealt with security  methodology and policies as well as determining security standards and implementing them in protected sites in Israel and abroad. Shimi served as supervisor and consultant for implementation of security plans, including schools in many locations around the world. Currently Shimi does security consulting work for several Israeli companies and institutions. He holds B.A. and M.A. degrees in Public Law and Government from Haifa University.

David Rubin, an Israeli business executive and consultant and a former Economic Minister to North America from Israel; he has been involved for many years with the Israeli defense industry, including board membership with Israel Military Industries, Eagle Military Gear, and others. David was born in New York and holds a B.Sc. in systems engineering from the Polytechnic Institute of Brooklyn, and an M.Sc. from The Sloan School of Management, M.I.T He is the former Chairman of Sun D’or, the charter airline subsidiary of Israel’s El Al Airlines, the former Chairman of Starling Advanced Communications Ltd. and a former board member of Dan Hotels corp., the largest hotel chain in Israel. 

Jim Braver, TIX US Director. Jim is the US coordinator for all TIX activities and programs. He has been involved in promoting US-Israel cooperation for 15 years and has been involved in various organizations and businesses as well as having lived in Israel for 3 years.
